This is more of a "will you" since my daughter is still young. And certainly if my daughter turned out to develop really early, be quite hairy & self conscious about it, then I would let her start younger. But assuming she is more like me - pretty late in developing & fair blond hair - somewhere around 13 seems right. Certainly before she is in high school.
