I have done all these things - resent an Evite, reached out to specific parents I knew a little better (maybe curbside discussion "will I see you at the party...?" as well as invite a few more folks. In the end I have sometimes ended up w/ too many people but I am paranoid that way.

I'd also reiterate that a response is requested. The old, "let me know if you're coming so I can plan for food" might do the trick. I might also call some key people (the ones my kid would most like to see) to nudge them along. I would people are planning to come, but they either haven't gotten around to responding or they didn't realize a response was required.

I always do party food/favors that I wouldn't mind having as left overs. Just in case.

I also always make additional goodie bags. I've had kids show up who weren't invited.

I would send a reminder email. Sometimes scheduling stuff falls through the cracks. Other times, people just don't want to reply "no" and don't reply at all. I would specifically request an answer either way.

Life gets crazy sometimes, we have all forgotten to RSVP for something at some point, am I right? I just plan for a few extra heads, and if we have to run out for more food/drinks then so be it. It's (usually) a celebration, why ruin it with these kinds of details?
